Hi Susan. If you look at the drop down menu there are numerous choices in sizes and packs. For your order you chose the 13.8' size, as these are available to purchase individually by size or the full set. To have the full set would have required selecting the full set of 4 option in the drop down menu. Hope that helps clarify :)
